About Jim Garing
I was born in Tucson in 1944, and my roots in Arizona run deep. Public service runs in my family—my great-grandfather was Tucson’s first Police Chief, and I’ve spent my life following that same path of service through engineering, military duty, and community leadership.
After earning a B.S. in Mechanical Engineering from Cal Poly, San Luis Obispo, I served as a U.S. Marine Corps pilot, flying 138 combat missions in Vietnam and Laos and earning nine Air Medals. My time in the military shaped who I am—principled, decisive, and committed to serving others.
After my service, I transitioned into a career in civil engineering, working as a city and district engineer for multiple municipalities across California. I dedicated my career to water resource management, infrastructure planning, and responsible community development—all of which are critical issues for Prescott today.
With 44 years of technical and advisory committee experience in water management, I understand what it takes to ensure Prescott’s growth is both sustainable and responsible while protecting our most precious resource: water.
Though I am now retired from engineering, I remain active in our community as a supporting member of the Prescott Police Foundation and a dedicated advocate for smart city planning. I am running for Prescott City Council to bring experience, leadership, and a commitment to responsible growth to our great city.

EXPERIENCE
1967-1972
U.S. Marine Corps Pilot
United States Marine Corps
Commissioned as a Second Lieutenant after graduating from Cal Poly, San Luis Obispo with a B.S. in Mechanical Engineering. Earned USAF Silver Wings in 1968 and Naval Aviator Wings in 1969. Flew 138 combat missions in Vietnam, Laos, and other areas, earning nine Air Medals and serving as a Forward Air Controller.

Returned to work at Garing, Taylor & Assoc., a firm specializing in municipal engineering. Gained hands-on experience in water resource management, city infrastructure, and public works projects, leading to a Civil Engineering License.
